John A.C. Cartner joined the Board in 2011. He is the managing member of Cartner, Fiske & Wolf, PLLC, in Washington, D.C., focusing on maritime, aviation and international law including piracy and refugees, naval architecture, marine engineering, and trade law. He is admitted to practice before the bar of the District of Columbia and is an Enrolled Solicitor of the Supreme Court of England and Wales as a member of the Law Society. Dr. Cartner is a UK chartered engineer (naval architecture and marine engineering) and holds a USCG unrestricted tonnage master's license. He holds the B.Sc. from the U.S. Merchant Marine Academy, J.D. from the University of Maryland, M.B.A. (finance) (jointly) from Georgia State University-Georgia Institute of Technology, LL.M. (international) from the Thomas Jefferson School of Law, and M.Sc. and Ph.D. (quant meth) from the University of Georgia.
